Court of the Future van start

Achtergrond
Wereldwijd voelt de rechtspraak een noodzaak om te moderniseren. Dit leidt tot innovatieve procedures, de implementatie van informatietechnologie en andere rollen van rechters. De gebouwen blijven echter achter. Zij stammen uit een tijd dat rechtbanken macht en autoriteit uitstraalden. De manifestatie wil hier verandering in te brengen. 

Het maakt het rechtsgebouw tot een volwaardig onderdeel van de modernisering, agendeert de noodzaak van passende huisvesting en illustreert de rol die ontwerpers hierin kunnen spelen. In een interdisciplinaire workshop gaan drie teams met architecten, interieurarchitecten en ruimtelijk ontwerpers aan de slag. Ze werken samen met experts op het gebied van recht, rechtssystemen en rechtvaardigheidsbeleving. 

Doel: het aanjagen van innovatie, het vergroten van kennis op het gebied van (ruimtelijke) beleving van rechtvaardigheid en het ontwikkelen van een visie op de rechtbank van de toekomst. Het project wil bijdragen aan de reputatie van Den Haag als internationale stad van het recht en aan de internationale reputatie van het Nederlands ontwerp. Daarnaast stimuleert het de samenwerking tussen ontwerpers en ‘het recht’ opdat betere gebouwen kunnen ontstaan. Tot slot wil het een bijdrage leveren aan de aanstaande nieuw- en verbouw van rechtbanken.

Voor de manifestatie gaan drie interdisciplinaire ontwerpteams aan de slag met drie verschillende ontwerpopgaven. Die opgaven zijn gebaseerd op drie strategiëen voor de toekomst van de rechtbank die ook tijdens het Innvating Justice Forum op de agenda staan van de bezoekende opinieleiders, rechtsvernieuwers en juridisch specialisten. 

Werkwijze
Teams en individuen mochten zich aanmelden tot 4 oktober. Door GRAS zijn drie teams gevormd, die worden gekoppeld aan een begeleider en voorzien van de opgave die op het programma staat. Van 1 november tot en met 29 november vinden de onderzoeks- en ontwerpweken plaats en met het Forum zelf op 10 en 11 december de eindpresentatie van de manifestatie. Tijdens dat Forum zal in het openbaar worden gewerkt: bezoekers en deelnemers aan het Forum komen een kijkje nemen bij de verschillende ontwerpteams.

Tipje van de sluier: de ontwerpopgaven
De drie opgaven sluiten aan op het zesde Innovating Justice Forum dat "The Court of the 21st Century" agendeert. Daartoe staan drie strategiëen centraal om rechtbanken in de toekomst vorm te geven. In knoop-in-je-zakdoektaal samengevat: Scenario 1 gaat uit van een toekomst voor rechtbanken als allerlaatste redmiddel. Daar kom je terecht als het écht niet lukt een probleem op andere wijze op te lossen. Scenario 2 bekijkt de rechtbank van de toekomst puur juridisch: rechtbanken richten zich volledig op het scheppen van helderheid in juridische kwesties. Scenario 3 ziet in rechtbanken organisaties die mensen helpen bij het oplossen van problemen - juist veel breder dan alleen juridische zaken, dus.

Eindresultaat Einddoel van de manifestatie is onder meer 3 sterke ontwerpen van de rechtbank van de toekomst, gebaseerd op bovengenoemde drie scenario's. Deze worden ook opgenomen in het Trend Report dat HiiL vervolgens digitaal en in gedrukte vorm uitbrengt. GRAS hoopt uiteraard dat rechtbanken in heel Nederland (en daarbuiten) baat hebben bij de ideeën die interdisciplinair worden gegenereerd.

De introductie van Laura Kistemaker bracht in kaart hoe HiiL werkt aan het vernieuwen van het recht en hoe de ontwerpmanifestatie aansluit op het Innovating Justice Forum.

Wanted: architects, designers and…You!
On the 10th and the 11th of December (dates changed!), The Hague will be hosting the sixth Innovating Justice Forum. 150 experts from all over the globe will be coming up with strategies and innovations for the future courts. In cooperation with HiiL – the organisers of this marketplace for the Court of the 21st Century – Platform GRAS invited designers to present designs and visuals about how the future courts should look like. 

Background:Judiciary across the globe feels the need to modernise. This demand for modernisation leads to innovative procedures, implementation of information technology and changing roles for judges. However in this constant demand for change and creative innovations what remain unscathed are the court buildings, which had been built in a time when courts represented power and authority. This project aims to change the old facets of the court buildings and furnish a modern look, making room for the much-awaited judicial modernisation. . At the same time the project wishes to point out the need for appropriate court housing and hopes to emphasise the role designers can play in this process.

The interdisciplinary workshop consists of three teams, made up by architects, interior architects, IT-specialists, marketeers and spatial designers. They will be joined by experts in the field of law and justice systems. Their goal: to stimulate innovation, to enrich knowledge in the field of (spatial) perception of justice and to develop a vision of the future of courts. The project wants to contribute to the reputation of The Hague as an International City of Peace and Justice and to the international reputation of Dutch design. Besides, it hopes to stimulate the relation between designers and ‘the law’. Finally, it expects to contribute to the imminent construction and rebuilding of courts.

The workshops during the Forum will be open to the public: visitors/participants of the Forum are allowed to walk around and watch the design teams at work.

Throwing some light on the design challenges
The three design challenges will be linked to the sixth Innovating Justice Forum, this time taking the Court of the 21st Century as its topic. To model the future courts, there are three strategies that will be focussed on on. Strategy 1 is based on the idea of going to court as the last resort. This is where you end up when there is no other way to solve a problem. Strategy 2 views the future courts as a purely legal institution: courts focus on creating clarity in legal cases. Strategy 3 interprets courts as organisations helping people solve problems – in a much wider sense than in only legal cases.

Final results
The final goal among other things is to present three strong designs for the future courts, based on the three scenarios mentioned above. These will be implemented in a Trend Report, which will be made available both digitally as well as in hard copy paper by HiiL.
